The Staff Training Institute (Technical ) is the apex in-house training Institute of All India Radio & Doordarshan, primarily catering to the training needs of engineering personnel of All India Radio & Doordarshan. The Institute conducts about 120 courses every year and trains around 1,600 engineering personnel. Officials from broadcasting organizations of some neighboring developing countries are regular participants in the Institute’s training programmes

Apart from the main functions of imparting training, the institute has the responsibility to carry out the following activities:

The Staff Training Institute (Programmes) is the training wing of Prasar Bharati situated at Kingsway Camp, Delhi. Staff Training Institute (Programme) was established in 1948 at Delhi as an attached office of DG, AIR, New Delhi. It was declared as a subordinate office with effect from 01.01.1990. The Staff Training Institute at Delhi is responsible for training of in-service personnel working in various stations of All India Radio & Doordarshan. The participants are given hostel facilities in a three-storey hostel building at Kingsway Camp. STI(P)Delhi is presently headed by Additional Director General(Training). The other members of the programme faculty sanctioned for the institute are Director, Deputy Director, Asstt. Directors & Instructor of Programmes. The faculty of Administrative Training is looked after by Deputy Director of Administrative Training. The administrative staff working in STI(P) comprises one Assistant ,one Accountant ,three Stenographers, Librarian, two LDC’s ,one Driver, One Daftary & four peons.
Subsequently six other Regional Training Institutes came up in different zones covering the entire region of the country. The regional centers are controlled by the Staff Training Institutes of Programmes, Delhi for coordination of various training programmes.

These training institutes of Prasar Bharati aim towards creating an effective workforce by developing competence, expanding horizon and sharpening the inherent prowess by planning and executing courses which are appropriate, useful & relevant. The courses are designed with a vision to foster and facilitate the attributes of the staff and also to increase awareness and equip them to meet the challenges of changing times vis- a- vis media. These workshops are meant for Programme and Administrative staff of AIR and Doordarshan. Combined courses of Station Directors and Station Engineers are also organized in order to achieve the goal of close coordination and cooperation amongst the technical and the programme staff. Comprehensive training Programmes are based on varied subjects which include Programme courses like, Leadership Skills, Radio Agri-Vision, Media and Gender Sensitization, Programme management, Marketing Strategy and Communication, Management Programme for senior officers, Election Broadcast .
The Administrative courses are also held for the Administrative staff as well as for staff posted in programme and Engineering wing of AIR and Doordarshan and include subjects like, RTI and Record Management, Disciplinary Procedures and Departmental Inquiries, Financial Administration, Advance Computer Applications, Copyright and Intellectual Property Rights, Establishment rules, Purchase Management, Station Management, Handling Court Cases so on and so forth. From this year onwards STI (P) Delhi is handling more specialized courses and other STI (P)/RTI (P)’s are executing routine courses.

Performance Report-A Glance
The glance at performance report of the past three years of all the Training Institutes would make it evidently clear that the number of courses and the participants are increasing steadily. In the year 2009-2010 in all the training institutes 61% of the total number of both Programme and Administrative courses was conducted and 1028 participants were trained. In the year 2010-2011, the percentage went up to 84% and the total no. of trainees was 1458. In the period April 2011 to December 2011 the percentage of conducted courses was 73% and the number of trainees was 1111.

1. VANI Certificate Course :
VANI (Voice Articulation and Nurturing Initiative) Certificate course has been launched from 1st October 2003 for empanelment of comperes, announcers and presenters. Based on the unique expertise, Staff Training Institute (Programme) has specifically designed courses for the performers in broadcast media. The course is helpful in honing the skills of the presenters. The five day paid VANI course is conducted by AIR stations. Candidates are selected after auditions at the respective stations of AIR and trained. Any aspiring candidate may contact nearest AIR station for further details. In the year 2009-10, 118 courses were conducted & 2977 participants were trained. In 2010-11, 1976 participants were trained in 120 courses. In the year 2011,89 courses have been conducted at AIR Stations and 1467 newly selected announcers, comperes and presenters have been trained.
Course fees :
Metro Station : Rs. 5,000/- + Service Tax
Capital/Regional Stations : Rs. 3,000/- + Service Tax
Local Radio Stations : Rs. 2,000/- + Service Tax
A handbook 'VANI' has been published, which is helpful to the participants of Vani Certificate Course as a practical guide & is available at Rs.150/- per copy. The payment for the course is required to be made in advance through Bank Draft in the name of ‘Director, Staff Training Institute (Programme), All India Radio, Prasar Bharati’ payable at Delhi.
2. Mass Communication (Practical Training)
Two weeks ‘Practical Training’ is imparted to the students of mass media of recognized institutes /Universities at Capital / Regional Stations of AIR. Demand driven courses on media are also being conducted by this institute.

2. Air India
STI(P), Delhi executes Voice Culture Training Programme for Cabin Crew of Air India with a view to develop competence that has become a crucial issue for establishing a smart work force that can achieve a competitive success. A five/four days’ comprehensive programme based on myriad aspect of Voice Culture involves both theory and practical exercises helping trainees to hone their skills. In the year 2011(April to December) 11 such courses were organized & 222 Cabin Crew of Air India were trained.
Fees: Rs. 8,000/- per candidate (Five days course) + Service Tax as applicable
Rs. 6,400/- per candidate (Four days course) + Service Tax as applicable
3. IGNOU
Since June 2004 STI(P), Delhi in collaboration with IGNOU conduct practical training for the students of IGNOU undertaking PGDAPP ( Post Graduate Diploma in Audio Programme Production ) and PGDRP (Post Graduate Diploma in Radio Prasaran). These practical trainings are conducted at various identified stations of All India Radio. Prasar Bharati is sharing 50% of the course fee received by IGNOU.
Duration : 15 days.
Fees : To be paid by IGNOU in advance @ 50% of the total fees
received from the Students enrolled with them.
ANNUAL TRAINING CALENDAR FOR THE YEAR 2012
There are 156 in-house workshops & training courses scheduled for the year 2012 for all the STI(P)’s/RTI(P)’s. Amongst these four Coordinated courses are also scheduled for Programme officers of AIR. These courses are conducted in coordination with the Staff Training Institute (Technical) & are based on ‘Hard Disc Based Recording System/Digital Audio Production & Editing and Virtual Studio.
